i a ganina, surutu iri uku ne; akwai surutu mai ma’ana
kuma mai amfani, akwai surutu mai ma’ana amma mara amfani sannan akwai surutu
mara ma’ana kuma mara amfani. Kowanne ɗaya daga cikin waɗannan nau’ika na
surutu, akwai yanayi da muhallin da suka dace da shi.
Surutu mai ma’ana kuma mai amfani shine mutum ya yi magana
akan abin da ya dace kuma a inda ya dace ko da kuwa zai kwana yana magana.
Misali, idan za ka yi magana akan matsalar ilimi a ƙaramar hukumar Dawakin-Tofa,
to ka tabbatar cewa kai masanin ilimi ne, in kuma ba haka ba, to ka tabbatar ka
yi bincike kuma ka fahimci abin da ka ke magana akansa. Bayan haka sai ka nufi
gurin waɗanda abin ya shafa kamar ofishin ma’aikatar ilimi misali sai ka baje
kolinka a can. Ka ga anan kowa ya san surutunka na a kawo gyara ne.
Surutu mai ma’ana amma kuma mara amfani shine mutum ya yi
magana akan abin da ya dace amma ba a inda ya dace ba. Misali shine, za ka yi magana
akan matsalolin asibitin Dawakin-Tofa, sai aka yi sa’a ka yi cikakken bincike
ka san matsalolin asibitin ciki da bai kuma kana da isassun hujjoji amma kuma
sai aka wayi gari ka je gaban teburin mai shayi kana baje kolinka. To anan kaima
da kanka, ka san ba gyara kake nema ba.
Shi kuwa surutu mara ma’ana kuma mara amfani bai kamata
ma ya samu muhalli a gurin da aka san ciwon kai ba. Domin kuwa shine surutun da
mutum zai dinga yin magana akan abin da bai sani ba ko bai fahimta ba kuma ya ƙi
ya yi bincike akaisannan kuma ya dinga yin wannan surutun a gurin da bai dace
ba. Idan da ma zai yi shi a gurin da ya dace, da sai a samu masu yi masa gyara
ko tsokaci. Wani lokaci kuma mai irin wannan surutan, idan ka yi masa gyara to
sai cibi ya zama ƙari. Irin waɗannan surutan ne wasu daga cikinmu suke yi a
majalisu, guraren hira da kuma dandalin sada zumunta na facebook da sauran waɗansu kafafe. Wataƙila suna sane, ƙila kuma
basu sani ba.
Shi dai surutu ko da akan alkhairi ne, idan ya yi yawa to
ya kan zama illa ba ƙarama ba ga mai yinsa, balle kuma a ce akan sharri ake
yawan yinsa.
Sanin kowa ne cewa mun wayi gari a ƙaramar hukumar
Dawakin-Tofa, babu abin da muke yi sai kushe ƙaramar hukumarmu, ba babba ba
yaro. Abin haushinma shine har da waɗanda basu ma cancanta su ce uffan ba idan
ana maganar ƙaramar hukumar domin kuwa babu wata gudunmawa da suka taɓa bata,
suma sun samu dama har kusheta suke yi. Bayan haka kuma gamu da kushe masu riƙe
da madafan iko, na da da na yanzu da kuma sauran manyan mutane. To ba laifi don
ka faɗakar da wanda yake da dama a hannunsa kuma bai yi amfani da ita ba don
kawo cigaba, amma kafin ka yi hakan sai ka yi tunanin kaima damar da take
hannunka komai ƙanƙartarta, amfanin me ka yi da ita domin cigaban ƙaramar
hukumarka? Kuɗi da mulki ba sune kaɗai dama ba, lafiya, lokaci, ilimi, sana’a
duk suma damammaki ne.
Ni na san cewa Dawakin-Tofa ta samu cigaba ta fannoni da
yawa amma ba ma gani. Idan muka ɗauki misali a ɓangaren ilimi; kafin shekarar
2003, na san garuruwa da ƙauyuka da yawa a ƙaramar hukumar Dawakin-Tofa waɗanda
basu da ko mutum ɗaya wanda ya gama makarantar gaba da sakandire walau a
matakin Digiri, Diploma ko NCE. Ba zan faɗi sunan garuruwan ba amma a yanzu da
wahala ka samu garin da za’a ce babu mai Digiri, Diploma ko NCE ko mutum ɗaya
komai ƙauyancin garin. Wannan cigaba ne kuma dama shi cigaba ai da sikeli ake
amfani ba wai da surutu ba. Aunawa ake yi a ga me kake da shi da kuma me kake
da shi yanzu?
Na sani cewa, akwai ƙananan hukumomi da yawa da suka sha
gabanmu a wasu fannoni na rayuwa amma mu ma mun sha gaban wasu ƙananan hukumomin
a wasu fannonin. Misali, idan kace Bichi ta sha gabanmu ta fuskar ilimin boko,
to ƙila mu kuma mun sha gabansu ta fuskar Ilimin Addini ko kuma ta fuskar noma.
Idan kuma burin wannan surutai namu shine mu wayi gari
mun sha gaban kowacce ƙaramar hukuma a Jihar Kano ta kowanne fanni na rayuwa,
to abin mai sauƙi ne, ba na tashin hankali ba ne. Abin da za mu yi shine,
wannan buhunnan surutan namu, mu zazzage su mu ɗure su da aiki tuƙuru. Mu daina
nunawa kowa yatsa, mu bazama, kowa a fanninsa ya dage ya ga ya kawo wani cigaba
a karan kansa. Ya yi ta aiki ba ƙaƙƙautawa, inda ya gaji ko ya tsaya ko ya
kasa, to sai wani ya ɗora har sai mun cimma burinmu.
Idan kuma muna ganin ba zamu iya haƙura da surutun ba, to
ga wata shawara. Mu zaɓi wasu ɗaiɗaiku daga cikinmu mu ɗora musu alhakin shirya
mana taron tattaunawa ko muhawara duk wata ko duk bayan wata uku a dinga zama a
mazaɓa ɗaya ko a mazaɓu daban-daban, kowa yana faɗar albarkacin bakinsa kamar
yadda aka yi a taron farfado da ilimi a kwanakin baya. Duk da dai cewa har
yanzu taron farfaɗo da ilimin bai fara kawo wani sakamako a aikace ba amma ko
ba komai an yi muhawara a ranar taron. Amma idan za’a yi irin wannan taro, sai
a yi abin a natse kuma a hankalce tare da tattauna yadda za’a shawo kan
matsalolinmu a aikace maimakon soki burutsu. Amma idan ba haka ba to irin
wannan surutun ba zai kaimu ko’ina ba.
